In the course USP 536 GIS at Portland State University, my team posed the project questions:
What vacant properties can Milwaukie build affordable housing?
What vacant properties should Milwaukie prioritize for affordable housing?
We drafted a project proposal, conducted background research on the City of Milwaukie and literature review of comparable affordable housing land analyses, then developed an equity criteria based on the 15-minute neighborhood concept.
Our project focused on Goal 1 of Milwaukie's Housing Affordability Strategy. We used ArcGIS Pro to perform an overlay, network, and proximity analysis to rank and recommend viable parcels.

"We recommend that the City of Milwaukie conduct thorough environmental assessments of the site on Meek & 32nd and consider upzoning the site on Llewellyn & 34th. Additionally, we advocate for the continued integration of equity frameworks into housing needs analyses and development strategies to ensure that future growth benefits all residents, particularly those historically marginalized. By prioritizing the development of these identified parcels, Milwaukie can make significant strides in addressing its affordability crisis and fostering a more inclusive and equitable community."
